These are beautiful vintage Japanese fans called "Uchiwa" as it is a non folding fan.  It is made of delicate rice paper or washi paper.   The handle is bamboo.  It is hand dyed on one side and the other side displays the company information.
 
This pair of uchiwa would be a unique piece for your Japanese collection, bridesmaid gifts, home decor, etc.
